About Construction Code Authority:
In 1972, the Michigan Construction Code Act was adopted and shortly thereafter, in 1974, enforcement of municipal codes became mandatory. In 1980, several Lapeer County cities and townships founded the Construction Code Authority under an inter-local agreement authorized by the Urban Cooperation Act. This new entity provided code enforcement services for the participating localities, reducing redundant offices and increasing efficiency and consistency. In 1983, CCA reorganized as a nonprofit corporation owned by the member municipalities and governed by a five member board. In 1998 the Construction Code Authority became a governmental Entity. Initial financing for CCA was provided by contributions from participating municipalities, but operating costs are now met entirely through user fees. User fees include permit fees paid by applicants, as well as services contracted by various municipalities, such as zoning enforcement.
